White algae? Bacterial bloom? What do I do?

My black tetras got ich about two weeks ago.. I kept the tank at 86 for ten days and it worked, no more ich! I slowly got the tank back to 78 degrees.. Now we had an ice storm a few days ago and it knocked out power for 36 hours.. In this time the h20 temp went down to about 68 degrees. Overnight a whitish I'm guessing bacterial bloom occurred. When the water began to clear it left a thick residue all over the glass, as well as the plants.. The fish seem fine! There's 7 black tetras, pleco, two catfish, two ghost shrimp, and a snail.. All fine.. My question is what is this stuff? Will it go away? How do I get rid of it? It doesn't come off easy; hovering my syphon over java moss will not remove the bacteria/algae.
