My tank has been setup since valentines day . And now it's cloudy as hell and can't get it to clear up .

Looks like a bacteria bloom at the end of the cycle.. If you don't have fish I would do about a 75% water change and if you have fish in there I wouldn't do more than a 50% every other day till it clears up..
 
Water changes water changes. Don't get impatient sometimes it will take quite a few hours to clean up at the end of the cycle. Not that you want to use it as a "go to move" but the best thing to instantly clear up water is Acurel water clarifier, small red bottle. Works wonders, but I would only use it if your going to show off your tank and people are gonna be looking at it. Never use it to hide a water issue, always try to figure it out first.
