White particles in the water?

What are all the white specks/particles in my tank, I can not get rid of them, I used carbon, I am currently trying polyfilter, but no improvement. Someone said diatoms, but have no clear answer on how to get rid of them, cut my lighting to half the time and seems like it is no improvement, if not worse. What do I do, need help.

I also drastically reduced feeding, so I have not been overfeeding and I do 50% water change every Wednesday. They featherfins are more active but cichlids are less active.
