Fuge lighting?

I've been using a desklamp (60w halogen), and a 60w grow light in one of those silverish aluminum reflector dishes over my 10g fuge, and my chaeto is not doing well...

I'd like to use the reflector dish (because it easily mounts from the supports underneath and gives me room to work), so if its feasible, what kind of bulb is appropriate? I'm finding the grow lights are actually not good at all because of their low kelvin rating...
 
I did find the article on Melev's about his experiments and successes with those energy savers at 5100K... I'll have to try one.
