What is a non toxic PVC pipe adhesive that will not injure or contaminate the water in my system??

Use normal PVC cement, and just try to not use too much, so the excess doesn't run out. The key here is to let it cure for several days. When its fully cured, it shouldn't leech anything back into the water column.
