Back off the input water if you have to...install a valve if needed. You need to get it to settle down and not overflow all the time. It you can't raise the collection cup you have to restrict the inflow water.

I can move it up but I don't get any collected then. It has an O ring band around it so it stays in place. The bubbles don't look as big as usual when they go up the tube. They also look very clean.

Good news, somehow my dad fixed it. I haven't talked to him yet, but I'll be sure to thank him.
