Would a 13watt sterilizer be to much for a 55gal? What is the general rule of thumb for UV?

Dude, I got a pond skimmer, a Laguna Power Clear 8 Watt one, it was less than a hundred bucks, has a flow rate of up to 500 gal/h, and it works awesome on my 75 gallon tank, best part is that the replacement bulbs are only 20 bucks!!! Or, you can buy a 16 watt bulb for it for like 40 bucks, and it works in the same fixture to my best knowledge. So I'm sure this would work great for a smaller 55 gal as well, not to mention you won't break the bank on it...hth
