Are Tetras always so slow and lifeless?

Sometimes wonder if my glow tetra are ok? Sometimes they will sit in the same place up to an hour, just staring at me. I remember my last fish opened and closed their mouth more often, and seemed to swim around more. The tank isn't over crowded with plants, and thanks to a new underwater heater I know that they aren't too cold.

Listless fish can be a sign something's wrong. Is this a new tank? Is it cycled? What are your ammonia, nitrite, nitrate and pH?
