Cloudy 30 gallon tank - tried treating

A proper test kit is an essential. Without it you have no idea what the conditions are in your tank or how the cycle is going. It might seem like a lot of money but when you think about the fish you could loose to poor water conditions and the money it takes to replace them or the medication to treat illnesses they can get from the stress of it, then its a small price to pay.
 
Above and beyond that it is IMO part of responsible fish keeping. When you have issues in the tank the first thing for you or any others to look at are water parameters. Without a kit you can't know which means it will be difficult or impossible to move to the next step of fixing an issue.
