Do i need to change out my filter media during a fishes cycle? I have an aqueous hang on back filter and the media is becoming green. I do not have any fish in the tank since it is still cycling

Nope, you are building up beneficial bacteria in the filter media. Replacing it would be counterproductive.
No you don't change the cartridge during the cycle, I would also suggest while you're cycling you mod the filter by adding some ceramic media to it so you dinty have to worry about beneficial bacteria loss when you do have fish in the tank and do have to change the cartridge
