Turns out that my nitrate test kit was fouled somehow. I brought a sample in to my lfs and the nitrate level was roughly 220!!!!!!!!
I bought a new test kit and voila, it works properly and I got the same results. So I quickly did a 75% water change and brought the salinity up to 1.005 and the nitrates subsided to roughly 30-40, much better. I also got my green spotted puffer a buddy, Now he plays with the other one instead of going up and down, up and down.

Just set up a tank for Spotted Puffers. I may have questions for you as to how you feed and so on. Glad you found the problem and I apologize that this post slipped through without being answered.
