how do you get rid of cloudy water??

In my 30 gallon, I have very cloudy water. Like, to the point where you can barely see the fish in the back. I've tried putting in tons of water clarifier, but nothings changed. I think it might be because I have too many fish (26) for my filter to handle. I have 2 filters running, one that came with the 30 gallon, and one that came with my dad's 15 gallon. any suggestions? I got the tank at the end of april.

Take out the cloudy water and add fresh. How long has the tank been set up?

If the tanks new then it will be a bacteria bloom, it's normal and it's a very good sign
