How many bubbles for a second should I set it for? And I have it set with the timer for the lights 8 hours a day I do not want to spend money on a pH meter right now can I do it like this for now?

Im not really sure about bubbles per second. A factor you need to consider is your water's pH and Hardness. So, for example, 3 bps might work in one person's tank, but be too much (or not enough) for another's. I would suggest getting a CO2 drop checker. They're pretty inexpensive and should give you a better idea on how to dial in the right amount of CO2.
