All most all of my aquarium decor is from the outdoors such as rocks and stones. I was wondering what the safest way to clean these materials to make them safe enough for my aquarium was.

boil them?

Correct me if I am wrong, but I believe you're suppose to boil them to remove all the old chemicals and impurities from them.
 
Clean them thoroughly with water and then boil them is best. Be aware of the effects that rocks and such can have on the hardness of your water.
 
8O I have only thoroughly cleaned them then soaked them in water and never thought about the hardness it would cause

You can check by dropping vinegar on the rocks. In general, if the rocks don't bubble, you should be OK, but I'd still keep an eye on it over time.
