Please help!!! Trouble with Filter Changing

Ok so every time I change the filter to my 10 gallon the whole filter backs up. So then I clean out the whole thing and everything is all cleared out. I put a another filter in. And after all the cleaning is done I plug the whole thing in. THE FILTER IS STILL BACKED UP!!! What did I miss?? I cleaned out everything and it's still clogged!!! What is the problem!!! Please help!!

Yes. I pour the water in and it's still backed up. But could you tell me how you do it?

Ok first, what filter do you have? Second, when I do a pwc or a gravel vac my water level drops pretty good. So I unplug the filter to keep it from burning up. I add the water back to my tank, plug it in, and dump a few cups of water into the filter. You want to dump the water into where the inlet tube is.
