That all depends whether your puffer eventually needs brackish waters to live in.

Some freshwater (FW) puffers only start out in FW and then you have to increase your salinity to gradually to reach brackish.

If you have Dwarf Puffers, which I hope you do, they don't need any salt. For dwarf puffers, you can keep Freshwater bumble bee gobies.

Keep in mind, DP need 5 gallons per fish. So in a 30 gal, you could have 6, and 5-6 or so BB Gobies. Make sure your tank is heavily planted.
 
The amazon puffer is very peaceful and can be kept with other puffers. Otos are the best tankmates for dps and amazons.
 
Depends completely on the species. A "Fahaka" or Tetraodon Lineatus, will pretty much kill and try to eat anything in it's tank. Here is mine. He is in a 150 gallon all to himself. Hi name is Mufasa.
