Strange pH

A friend of mine has a couple goldfish in a ten gallon. I know that's not big enough but they didn't know and don't mind. But anyways, I was testing the pH of their tap water and it was 8.2 I know goldfish like tap water a lot lower than that and she has only ever used her tap water. But the pH of the tank was 6.1. How can that be with no other chemicals besides aqua safe? And no live plants or driftwood either
 
It's not uncommon for pHs to change after sending 24h or so out of the tap. Nitrification is also an acidifying process, so if it's a heavily stocked small tank with poorly poorly buffered water, it will only be adding to this.
 
Well, the overstocking is bad... and the pH is starting to get into region where you might have issues with nitrifying bacteria, which is also bad. The pH drop itself isn't really necessarily something to worry about.
