what happens if I cycle tank at 4ppm ammonia...

And I understock tank with 2 or 3 baby fish? (they will grow larger to fit in tank nicely)
Will the bb just die off and adjust to a smaller amount suited for the fish load?
My water is cycled at about 3 to 3.5ppm ammonia. Not sure if I'm waisting my time aiming for 4ppm.

Yes, the BB will grow and shrink to meet the demands of your current bio filter. You could cycle a tank at 1ppm ammonia but 4ppm is just a good number to use.
