What Is This White Fuzz All Over My Tank?

My guppies had fry about a month ago and my tank was a mess. I didn't have it all decorated had plants floats and things just laying around. Then I started getting brown algae it was horrible. Finally it was time to start fresh. I did a full turn around on the tank, soaked and scrubbed everything. Fresh looks brand new got it all set up now. Well that was Wednesday after everything was redone. Last night I seen it getting a little cloudy after it was sparking clean. So I ignored it. Now it's white fuzz everywhere. What is it and is it harmful?

I could be wrong on this, but it looks like white hair algae to me. If it is, you can just use a cheap toothbrush and remove it. I bought a pack of them just to make sure I have one available if I ever have an outbreak again. My last outbreak was hard to control
