White fuzz?

Ok, I've had these stupid shrimp in my tank for like two weeks to no avail. I just looked in the tank this morning and saw they were completely covered in like a white fuzz and that there was white fuzz elsewhere on the tank gravel (presuably where some little bits of shrimp floated to)

What am I seeing? Is this a good thing in terms of my cycle starting?
 
Have you tested your water lately? What are the parameters (ie: ammonia, nitrite, nitrate, etc?) Without a water test, it's hard to tell how far along your cycle is coming. With decaying shrimp however, it's a sure thing that your cycle has started.
 
In two weeks my amonia hasn't made a bump. I probably shouldn't have used shrimp that were steamed before they were frozen. But I'm going to my LFS today and going to see if they will give me a filter to put into mine since I know they use some of the same filters as me. That'll be enough to jumpstart me at this point :)
