I have a 80 litre planted tank with 15 various tetra and 25 various shrimp armano and blue jelly. Loads of snails Thinking of adding a freshwater puffer. Do any of you know if they would attack the shrimp they are suppose to semi aggressive

Puffers are very territorial. Unless you like taking risks and have a very heavily planted tank I would not suggest one. It would probably pick on/ eat the shrimp and terrorize the tetras.

Don't do it, they will eat all shrimp instantly. From experience, I'm saying its a bad idea. My puffer put rips in my blackskirts in hours.

Even the dwarf puffer their so small I thought I would have got away with it

That's what I had was one dwarf puffer. He terrorized everybody in the tank.

No, I wouldn't do it. My offer lives fine with a dwarf crayfish but only because the cray can defend himself. Not so much with shrimp. Don't do it, your tank seems fully stocked if not over right now.
