How to properly se up a saltwater aquarium?
What should I get to start? (Equipment, testing kits, what kind of fish for saltwater beginners, etc)

Lighting is the first thing you want to look into when going for a reef tank. You want to decide what you want to keep in the tank as this can dictate what goes on with your lighting in terms of intensity.
