Not really. Nitrifying bacteria will show up regardless. The diversity of the life in LS will not be as broad as that in LR IME.
 
I agree with MT. Although in reality it could "seed" it in the way of bacteria....it won't give you the life on regular live rock (tubeworms, coraline algae, etc.) and would probably take a heck of a lot longer to do.
 
I also agree with MT and Lindsay. You would be better to seed your BR with some LR found online or at your LFS. I`m not discrediting sand. It is a great substrate.
