amonia wont go down

Y wil nto my amonia go dow it reads at like 8.0nh3 and the nitrate is at 0 i have a aqua clear mini running on this 10 gallon it has been up for at least a month now and i even took h20 from my turtle tank to see if it would have the bacteria nessisary to jump start this cycle but i guees not some 1 help,

so to sum it up
amonia at 8
nitrate at 0

1 month

Y?
 
What is in the tank for fish?

Also, moving water from one tank to another does not help, the bacteria is in the filter and substrate mostly.
 
umm no fish some cravely a grass plant and that is it not mutch
 
What is the ammonia source? Do a 50% PWC ASAP. The ammonia level is too high and is hindering the bacterial growth. Keep the ammonia at a max of 5 ppm.
