Silent Cycling utilizes plants to keep the Ammonia and nitrate in check until the BB colonizes allowing you to add fish and not be as worried about Ammonia Poisoning.

In a Fish-less cycle you dose ammonia, decaying fish food and or raw shrimp as your ammonia source until BB colonizes. You avoid adding to a uncycled tank thus potentially stressing them out as Ammonia builds up.

What about the nitrites during the silent cycle? Water changes?

I would say the plants consume ammonia as a nutrient, so i don't think you get as much nitrites. You would still do PWC's so any nitrites would be held in check anyway.
