I have just set up a 65gl after a 3 year rest. I was a salty and have returned to fresh.
Tank was well cycled and readings were good. I purchased 4 small stripped barbs. After 24 hrs they are alive! But... Hiding.
Is it normal for them to be somewhat fearful until the tank becomes more populated?
Salt fish were less fearful as I recall.
 
Some fish take a while to get use to new surroundings, others are more comfortable in larger schools. Also, having hiding places (plants - real or fake), driftwood, etc. will help.

I don't recall barbs being particularly shy, so maybe give them a few days to get acclimatized.
