What fish are currently in the tanks? It looks like there's at least some live plants in there. If so, does your ma-in-law use co2, ferts, or anything?

If it is BBA, which is def what it looks like, she can first try lowering the # of hours the lights are on. If normal is 12 hrs, drop it to 8-10 and see if that helps. If that doesn't help much/at all, and she uses co2, have her up the co2 dose a bit and see if that helps. As a last resort, there are a few critters that eat BBA, but adding them depends on the current stock in the tanks. Typically, SAE's and amano shrimp will eat it....just make sure you check the compatibility with current stock and that you don't overstock the tank by adding them.

Good luck :)
