So for two days in a row my 10 gallon tank has been able to turn 4ppm of ammonia to 0ppm and nitrites are 0ppm as well.

Today I am planning on doing a big 90% water change. Once I do the water change, do I add 1ppm ammonia if I plan to stock the tank in about 24 hours?

I would not add any ammonia after the water change, because then you'll just be starting out with nitrates by the time the fish get in there.

You have a biofilter like a freight train right now and they aren't all going to survive after you stock the tank, unless you plan on doing a heavy stocking. Also, it won't hurt the beneficial bacteria to be without a food source for 1 day.
