I'm new to this board. I haven't had this problem with my other tanks. I recently set up a twenty gallon tank for small African Cichlids. I rinsed the sand and washed everything thoroughly and allowed the rocks to dry then filled with water. As I filled the tank the water became white like a thin milk shake. I let the filter circulate the water over night and it is starting to clear up a bit. Now my question is would taking some of the water out help speed this process along? and or should I change out the water?

That's normal with new sand. You can either wait it out - your filter will eventually clear it, or you can do a water change to speed the process along and keep your filter from getting clogged up from the sediment.
