ANGELFISH with something like a "fin rot"????

I've just got rid of ICK in my 30 G community tank and I have another problem right now. I bought my long-finned angel 2 months ago with a half nipped fin on his belly(excuse my english but I don't know how to call that fin), while the other one which is almost 2 inches long looks "broken" (excuse me again). I thought it can be a fin rot but after reading some articles about the disease I don't think his fins are rotting. He eats a lot and looks happy but sometimes he is agressive towards the rest of my fish(2 swordtails, 2 mollies, 2 plecos, 2 corys, and a blackghost knife). I do 25% water changes every week and my water parameters are perefect. My question is: should I start treating it for fish rot or I have another problem?​
