Betta fin issure? (pic)

there are glossy splotches all over his fins what is this? do i need to take him out of the tank?
and the splotches are not on the glass i promise

Well if anyone knows please let me know he seems to be stationary alot more now not constantly swimmig like he used to

Maybe slime disease?

Could be slime disease. Do the splotches appear gray? Is he scratching against the decorations?

This could also be an early stage of velvet although it doesnt appear to be in the pic.

well shoot i really hope is isn't velvet, should i remove him from my tank or is it already too late?

he is very lethargic and could be trying to itch himself, hard to tell

well i moved him out, and now i cant find one of my platy fry. poo i noticed he/she was acting weird too ****it, all the other fish look good however.

ok new update. added rocks about a week ago and ph was 7.6, just tested and it was up to 8.2, so i took the rocks out and im going to do a little water change tonight and tomorrow and see if that helps.
could the ph have affecting my bettas slime coat?
