Betta - Fin rot or something else?

So my betta had nice fins a couple weeks ago, but now they’re all beat up. I’m not sure if it’s fish rot, if he’s biting, or if it’s something completely different. I thought he might’ve gotten them caught in the filter because they look like they’ve just broke off, but I haven’t found any loose fins around the tank. What do you think?

Looks like a rip. Are there any sharp decorations in the tank? Any tankmates? If you think he's biting maybe change the decorations around or add more decorations. Sometimes biting is caused by boredom.
