Betta fish troubles!

So I adopted a betta fish from a friend and he has always just laid at the top if the water and I'm trying. Tk figure out why. Any help is appreciated. I'm thinking swim bladder? I'm gonna fast him for a few days and see if he improves

Hmm. Not good at all. Try feeding a barely-cooked pea without the skin first. Then fast after that for a few days.
