Fish die instantly

I am very confused. I had a 45 set up for a couple years with fish. I traded them in and got 2 axolotl.
I had them for about a year. I decided to downgrade from my 45g to a 29g.
About 3 days later the axolotls were covered in white and dead. It was over night. The day before they ate and acted fine. So I cleaned out the tank.
Got it back up and running, bought 2 cichlids. Within hours they were covered in the same white stuff and died.
Tried cleaning the tank again and got guppies. They died. Same way. The fish store people said to treat my tank with fungus meds for 7 days then try fish again.
Is that the right way to go or should I tear my tank apart and disinfect it?
I am at a loss. Not sure what to do. Thank you
 
Thank you. What would you suggest sanitizing with to kill what's in there?

10% bleach concentration. Let run with everything in place. Filter, gravel, heater, everything for 24 hours. Drain, fill with fresh tap only, run for 4 more and repeat once more. Then start over from the beginning.
