I have 1 inch and a half green spotted puffer in a 40gal tank by himself, i just changed the water and hes acting really weird he wont leave the top of the water and explore like he normally does. Hes like panting and sometimes he just goes limp wont swim at all just floats there. Whats going on with him?

O and he hasnot been eating lately do shrimp grind down the beak?

What are your ammonia, nitrite, and nitrAte?
How often do you do water changes?
What do you use for filtration?
Is it brackish water? If yes, then what salinity and do you premix new brackish water before adding it to your tank?
Also, any tankmates?
