yes hes sick, his fins are clamped and he looks overall rough.... Water heater? Filter? Dechlorinator? Water changes? Gravel Vac? If everything is cool i would make sure to add some salt (search how to add salt to your freshwater aquarium) plants, and i would dim the light some, make sure he has nothing to stress about
