How to heat?

So, I'm making melt own little fish tanks to fit into this bookshelf but I want to know if there would be any other way to heat it rather then 16 25W heaters.
My mum is pretty pissed off at the electricity bill because I used to have my fish tanks in the garage where it was 17 below and I guess that made my heaters work harder but she won't let me put the bookshelf anywhere else but in the garage :S

Can anyone give me any ideas?
(oh umm I'm keeping one fighting fish in each)

Would it be possible to build a sump that fed them all? And then just heat the sump?
Thats what I was thinking. A 20 gallon sump filled half way would be about 10 gallons then just add the volume of the 16 tanks together and buy a slightly over sized heater.

It is one of the best filtration systems out there. You drain water from your tanks into a central tank with bio media and such then pump it back out.
Pumping it back out wouldnt be to hard. Just pump up one pipe and split it off.
