My 20 gallon aquarium came with a 15 watt 18" long fluorescent bulb so that is .75 watts per gallon the problem is that I have water wisteria and Amazon sword which need medium lighting and I can't find any fluorescent tubes that are higher than 15 watts that are 18" long. Right now i'm using my 2 x 25 incandescent bulbs from my old 10 gallon. Would this be ok? Will I need to buy a new cover to have a higher lighting?

You could continue to use the incandescent fixture but you would get better results replacing the incandescent bulbs with compact fluorescent bulbs (CFLs). These run cooler and produce decent light for plant growth. Available in most hardware stores. Look for either 13 or 26 watt and 6500K color temperature. The width of the CFL bulb can vary so select one that best matches the width of the current incandescent bulbs.
