I am starting up a low tech planted 29 gallon in about 2 months. I will be using liquid fertilizer and root tabs but no co2. I would really like a full hood with fluorescent lightning. I am doing all low light plants but the bulb in fluorescent hoods is only 17w. Will it even be able to grow plants. I REALLY do not want to go the glass lid/light fixture route, nor do I have $100+ to spend.

It will grow anubias, java fern, java moss, ozelot sword, various crypts.. you can make it nice nice.. do yourself a favor and use decent substrate like Eco complete, it will help!

Any thoughts on adding a 15w planted led (red and blue) strip to the hood? Would it help any?
