Low Maintanience High Light?

So I was considering going highlight on y 5 gallon tank but I have a few questions before I dedicate myself. First what lighting would I need to reach high light? I was thinking about a 15 watt t8 with one 8000k bulb but not sure if that is good. Also I am not going to do co2 or ferts (other than seachem flourish) is it possible? I want to have some nice red plants and som epurple. Before I go down this route is it even reasonable to do highlight with no co2 or ferts?

You can find smaller 6500 bulbs and fixtures at a hardware store.
 
In my 5 gallon I kept the stock hood took out the socket and it had two sided sockets. I make shifted a holder and put the socket in the middle of the tank and put two cfl 15 watt bulbs in the sockets and an acrylic splash guard. It works great, but I cant keep it with out co2 and ferts.
 
ah I guess I will justb go low light :) or maybe medium. What would the 15 watt 8000k be considered?
