I have java fern and anubias nana in my 20 gallon regular. I use API leaf zone liquid fertilizer and the directions say dose once a week I'm wondering if I dose every 4 days would it help or hurt my plants. Also would it have any affects on my fish which are neon tetras and guppies

Java ferns and anubias are slow growers so they don't pull much nutrient wise out of the water, any excess nutrients will just feed algae.

With anubias and java fern you really shouldn't even need fertilizers tbh. The fish should supply everything they need.
