Ballast Problem?

When my t5 light starts up it flashes/strobes for a little while then slows down, finally stopping. Is this definitely a ballast problem, or could it be something else?

Do you hear clicking? If not it could be bad lights? Im not sure. Do you still have warranty? If so take them back.
