Penn-Plax Cascade 1200 not pumping

My Cascade 1200 was working swell until I took it apart to clean it. Cleaned all internal plastics and replaced filter pads. Cleaned the impeller. Put everything back together and hooked it all up. Have the blue hose on the siphon tube and the black hose on the output tube as indicated in the instructions. Siphon tube is primed and full of water. Canister is full of water. Pump is not putting out water into the tank and sounds like a tractor. There\'s only one way the impeller can be put back in the filter head so I\'m pretty sure I did it correctly. What have I done wrong?

First thing to do is take it all apart and check everything again. You can turn the head unit upside down, just plug it in and look to see if the impeller is spinning or not.
