Protien skimmer

what do I want to set the water level in the top of my skimmer at?
its making good foam but I've never had one before and wonder if the water level ( bottom of foam ) neads to be at the bottom of the collection cup, that way I dont have to adjust the level when I need to clean the cup or higher?

I run mine partially up the collection cup - not sure how to describe it... lol

My "foam" level i mean, the water level is quite a bit below that.
