The betta is pretty much ignoring the rasboras. The rasboras aren't sure what to think of the betta but they leave him alone. The betta is more interested in his own reflection than anything else in the tank. So far, so good!

Assuming you're sure you have power at the outlet that the filter is plugged into, the obvious solution is go get a new filter. Sorry, I'm not trying to be a smart azz. I'm just not sure what else you can do. I keep a spare filter on hand just in case. Granted, it's an inexpensive HOB filter...

We're going betta shopping this morning. We'll be adding him to a 10g tank along with 5 harlequin rasboras that have been in the tank for about six weeks now. I'll let you know how it goes. The rasboras are very cool little fish on their own by the way! A very active schooling fish. Lots of fun...

My understanding of the API test kit is that he low end pH test maxes out at 7.6. The high end test can show a 7.6 result (kind of orange color) but since the OP is able to read 8.4 on the high end test I would think 8.4 is the pH reading. If my understanding is not correct, please let me know...
