It's actually the surface agitation that you need to get oxygen into the water. Bubbles themselves don't add oxygen. I'd look at your filter outlet first. If you can raise that to create more movement on the surface then that should get the gas exchange up and add more oxygen to the water. If...

I agree with t1karman that lobsters and fish don't tend to mix well in an aquarium. You tend to come down one morning to shredded fish. And the fancy tail definitely wants to go into a seperate cold water tank or take it back to the lfs, and get a heater in ASAP.
