its rated for a 75 gallon tank, but mine is 100. its most likely gonna be just live rocks and a porcupine puffer, will this filter suffice?

i have a quick question about when you are cycling with only live rocks in the tank. are you supposed to "feed" it with anything such as amonia or do you just leave it alone and let it do its thing? also do you still have to do water changes when its just rocks and no fish?
on a kinda related note, would it be ok to just get an acrylic or glass top sheet and set some regular flourescent lights like this on them?
