you wouldn't want to eat a pet fish... at some point it was treated with medication to sedate it (in this case a looooog time ago) and other medication for anything from killing algae (that would be a herbicide) to killing snails (cleated copper) would be stored in the fishes tissue.

you can pick up a 4 plate on ebay for ~$60-90 or HAVC shops.
Only the high cost of 1/2HP chillers would make this project even make sence $$ wise.

magnetic ballasts produce exess heat and a bit less accurate at what there doing so there less effecent.
In the past.. most PH controllers were used for SW applcations.. high PH.. so they would assume thats what everyone needs it for and write the included instructions accordingly.

one could use a small window air conditioner (~ equal to a 1/2HP unit) and have the condenser replaced with a stainless steel brazed-plate heat exchanger (3-4 plate would be plenty) then the capilary tube...
High quality delayed start ballasts will save you on bulb life.
Unless you have a cheap source for bulbs the long run costs for quality bulbs (or the life that depends on them) will be comprimised to some extent.
