No, throw it out. It causes a million bubbles on the surface of the tank water. Get Seachem Prime as a water conditioner to use when you are doing your pwc's. Again, the ammonia test is key.
What quality of your water are you trying to change with carbon? It's funny you ask that though. I'm trying an experiment with my Penguin 200 filter cartridge right now. I cut a slit in the top of a new insert, dumped out the carbon, filled it with poly fill and used a hot glue gun to close it...
They won't hurt anything and are perfectly normal in a new tank. They will go away eventually. A couple oto's couldn't hurt either, they're cool to watch! The silica in your new tank water will break down and the diatoms will begin to vanish on their own.
Ammonia is not the same as ph. Ammonia is the amount of fish/food waste accumulating in your tank water. Ph is the acidity of your water. As your tank sets up (biological filter), ammonia turns to nitrites and then to nitrates. Partial water changes (pwc) remove nitrates. And the cycle goes on...

Don't sweat it. Test your tap water because that will ultimately determine what your tank ph will be. I'm at 7.8 and everyone is happy. Consistency is more important than the level of ph as long as your not at 9! If you store the tap water for a week before you do a water change, it can gas out...
No, I don't have any snails or live plants and the tank has only been set up for about 4 months. The closest thing I can relate it to visually is a gnat on a windshield but smaller. I'll try and take a picture.
