    Hard to say unless you monitor the CO2 somehow. An easy way to monitor is to check the PH of your water. If the CO2 is absorbed, then the PH will go down.     Hum... I thought that perhaps it had come dissasembled and you had just put it together incorrectly. It must just not be able to create a proper syphon if air can get in anywhere on the hose.

    Just wanted to pitch in my 2cents. If CO2 price is what is discouraging you, I went with a diy setup that basically only cost the price of 2 cups of sugar and a packet of yeast and some airlines. It made a big difference with my plants.

    What do your plants look like now? Do they grow at all? Do leaves turn yellow, or have any other signs of nutrient deficiency? If the plants get any natural light then strong lights should not be too necessary, but water changes and ferts are where plants should get their nutrients from.
